Circular
Ship arrival notice - electronic version
We extend our best regards to you, wishing you continued success in your duties. We draw your attention that the Facilitation Committee of the International Maritime Organization (IMO) has adopted amendments to the Facilitation Agreement (FAL), which will make the Maritime Single Window “MSW” mandatory in ports around the world, which represents an important step in accelerating Digitization in maritime shipping. It is expected that the amendments will enter into force on January 1, 2024. The Corporation has started its practical procedures to comply with this important requirement in the beginning of the year 2022, by establishing a special platform on the Corporation’s website through which the Notification of Arrival “NOA” data is sent via Internet. We have graciously noted the commitment of the vast majority of shipping companies to send the electronic notice in addition to the paper notice, but a few shipping companies are stumbling in implementing this.
Accordingly, the Corporation obliges all licensed shipping companies to send the electronic notice along with the paper notice 48 hours before the arrival of the ship, unless it will be forced to impose a fine of fifty thousand Yemeni riyals, doubled upon repeating the violation. It also reserves the right to cancel the license of the navigation agency for the company violating this directive.
This decision is effective from the date of this circular.
Sincerely,
Dr. Moh’d Alawi A. Amzerba
Executive Chairman
